Internet Bill Payment Agreement and Disclosure

 

This Internet Bill Payment Agreement and Disclosure governs your use of the Bill Payment Service in our At Home Banking program. The service is being offered free of charge. By signing up and using Domino Federal Credit Union Bill Payment Service you are agreeing to all the terms disclosed here. After reading this Agreement and Disclosure, if you do not agree with the terms you may terminate your access by canceling the screen or notifying our Texarkana office at 903-792-8651. Or if you have any questions please contact any of our offices.

 

By using this service you can schedule payments to merchants, review and change scheduled payments and review payment history. Bill Payment Service offers an alternative to the traditional method of paying bills. Instead of writing a check and mailing the payment to the merchant, you can schedule all your payments through DFCU Bill Payment Service. You can schedule payments to be made on certain dates. Receive a confirmation number for every payment and keep track of your payment history.

 

 Terms we will use in this disclosure and agreement are:

                     DFCU – Domino Federal Credit Union

 

                    We, our – refers to Domino Federal Credit Union and any agent, independent      

                        contractor, or assignee that DFCU may contract with in the provision of

                        this Bill Payment Service and Home Banking service.

 

                     You – the person subscribing to or using this Bill Payment Service or anyone you  

                                allow access to your accounts such as joint owners.

 

Log – On and Security

 

The Bill Payment Service is a part of our At Home Banking Service. There is a link (Payment Center) on that web page to access the Bill Payment Service. You must have an active DFCU Checking Account to use this service. 

 

When signing up for At Home Banking you were assigned an 8-digit numeric Security Code, by the Credit Union, to use to access your account for the 1st time. The Credit Union does not have a record of this number (we can issue you another one if you forget this one). When you sign on the first time be sure to change your Security Code to an 8-digit numeric code that ONLY you will know. Select a number that would be hard to guess. It is suggested to stay away from social security numbers, birth dates, or variations of familiar numbers. Do not write it down or tell anyone the number and change it often. It is YOUR RESPONSIBILITY to protect this number.

 

Usage of Bill Payment Service involves the following steps:

               This 8-digit numeric Security Code is used in accessing your account for using

                Domino FCU Bill Payment Service also. When you sign on the first time you should 

                change it to an8-digit number only you know. You should treat your Security Code as

          you would any other sensitive personal data.

Bill Payment Service uses one of the following methods to pay your bill:

·        Internet payments to merchants on the electronic network. When this method is 

      used, you need to set up your payment for at least 3 business days before the   

      payment is due. *   

·        Check payments will be made to merchants who do not receive electronic payments. When this method is used, you need to set up your payment at least 6 business days before the due date. *

 

*Note: The recommended lead times are provided to ensure the merchant receives the payment in a timely manner. Posting of the payment is the responsibility of the merchant. 

 

If you do not provide the correct merchant and account information, your payments may not be successfully completed on time.

 

Payments are processed by a third party on Monday through Friday with the exception of federal holidays. Payment processing begins at 1 PM CST each processing day. You cannot schedule, change or delete a payment to occur on that day after processing begins. If you have a problem you can call 800-290-6046 5:30am – 10:30pm.

 

Types of Payments

 

             a. The first payment date may be no more than 18 months in the future.       

             b.  Payments are processed on the scheduled date.

 c.  Payments scheduled for non-business dates (such as January 1, Federal      

         Holidays or weekends) are processed on the next business day for one-

         time payments and on the previous business day for automatic payments.

 

 

Payments for Government Obligations

 

You should not use this service to pay any State or Federal government obligations such as

taxes and court-directed payments since you may incur significant penalties as a result of late payments.

 

Bill Payment History

 

The Bill Payment History feature lets you find payments by specifying the payment details. You have several ways to select the payment(s) you want to receive. If you do not specify any criteria, you receive all available payment history. You can specify by:

·        Merchant name – You receive all payment for that merchant.

·        Payment dates – You receive payments from the start date to the end date.

·        Payment amount – You receive all payments within plus or minus $10 of 

                                                       specified amount.

·        Confirmation number – You receive the one payment with that number.

 

Secured Mail Messages

                  

Use the At Home Banking Message Center to send secure mail to communicate with Customer Service.

 

The Message Center offers the capability to read, reply, and delete messages, and the Outbox allows you to send new messages to Customer Service. You can use this feature at any time to communicate questions, problems or requests.

 

Personal Information

 

You can use the At Home Banking Service feature to change Personal Options such as name, address, phone, and e-mail address for Bill Payment Service. This information is changed on the At Home Banking only. You must also notify our office directly of any changes to your name, address, phone number, or e-mail address.

 

Internet/Electronic Viruses

 

Domino Federal Credit Union is not responsible for any electronic virus that occurs on your personal computer. You are encouraged to scan your personal computer, CDs and diskettes to identify and remove any viruses.

 

 

Liability for Transactions

 

While it is anticipated that all transactions will be processed on the day after you have selected the transmit payment date and arrive at its intended destination approximately five (5) business days after the transmit payment date (or sooner if the payee receives All-Electronic Payment), it is understood that due to circumstances beyond the control of Domino Federal Credit Union/Bill Payment Service, particularly delays in handling and posting payments by slow responding companies or financial institutions, some transaction may take a day or even a few days longer to post to your account with the designated payee. For this reason, it is recommended that all Transmit Dates selected by you be a minimum of five (5) business days before the actual due date, not the late date or /and grace period.

 

If you properly follow the procedures described herein, have a confirmation number and the Domino Federal Credit Union/Bill Payment Service fails to send a payment according to the payment instructions received, Domino Federal Credit Union/Bill Payment Service will bear responsibility for all late charges. In any other event, including but not limited to choosing a scheduled transmit date which is not five (5) days before the due date or on or past the due date stated on your invoice, the risk of incurring and responsibility for paying any and all late charges or penalties shall be borne by you.

 

Domino Federal Credit Union/Bill Payment Service will use its best efforts to make all your payments properly. However, the Domino Federal Credit Union/Bill Payment Service shall incur no liability if it is unable to complete any payments initiated by you through the Domino Federal Credit Union/Bill Payment Service because of the existence of any one or more of the following circumstances:

·        Your account does not contain sufficient funds to complete the payment or transfer.

·        The Processing center is not working properly and you know or have been advised by Domino Federal Credit Union/Bill Payment Service about the malfunction before you executed the transaction.

·        The payee mishandles or delays a payment sent by Domino Federal Credit Union/Bill Payment Service.

·        You have not provided the Domino Federal Credit Union/Bill Payment Service with the correct names or account information for those persons or entries that you wish to direct the payment.

·        Circumstances beyond the control of Domino Federal Credit Union/Bill Payment Service (such as but not limited to fire, flood, interference from an outside force, computer breakdown, telephone line disruption, etc) that prevent the proper execution of the transaction and the credit union has taken reasonable precautions to avoid those circumstances.

·        Funds are subject to legal processes.

 

Unless you receive a completion notice (confirmation number) that the transaction was accepted successfully, we will not be liable for any failure to make a payment, including any finance charges or late fees incurred as a result. Remember to schedule your payments before the due date.

 

All complaints or problems will be reviewed on a case by case basis. We may request that you put your complaint in writing and deliver to Domino Federal Credit Union, P.O. Box 7509, Texarkana, Tx  75505-7509 

 

Cancellation of Service

 

If you no longer want to use this service please call the Domino Federal Credit Union office

at 903-792-8651 to cancel the service. If you do not use the service for 2 months it will automatically be cancelled and you will need to sign up again if you want to renew the service.

 

 

 

 

 

Your Rights and Liabilities

 

If you fail to notify us immediately that your User ID and Security Code have been lost or stolen, you could lose all money accessible by the Security Code. If we are notified, within two business days after you discover that your User ID and Security Code have been lost or stolen, you can lose no more than $50.00, if someone used it without your permission. You will have to sign forgery papers and be willing to prosecute.

 

If you do not notify us within two business days, and we can prove that we could have prevented someone from using your User ID Number and Security Code without your permission, you could lose as much as $500.00. It is your responsibility to safe guard all your information.

 

Unless otherwise required by Law, Domino Federal Credit Union will not be liable to you under any circumstances for special, indirect or consequential damages, including, without limitation, lost profits or attorneys’ fees, even if we are advised in advance of the possibility of such damages.

 

We reserve the right to refuse to make any payment, but will notify you of such refusal.

 

If your statement shows transfers/payments you did not authorize, notify us within 60 days after the statement is mailed to you. After 60 days, if we can prove that we could have stopped someone from taking the money if we had been told, you may not be able to recover all the money lost. It is your responsibility to safe guard all your information and Security Code.
